South Korea is making a bold push to challenge global AI leaders like OpenAI and Google through its South Korea AI initiative, which focuses on developing large language models tailored to the nation’s language, culture, and industry needs. Last month, the government announced a record ₩530 billion (roughly $390 million) investment in five local AI companies, marking the country’s most ambitious sovereign AI effort to date.
The initiative highlights Seoul’s strategy to reduce dependence on foreign AI technologies, enhance national security, and maintain stronger control over sensitive data as artificial intelligence becomes increasingly central to economic and technological competitiveness.
The Chosen Contenders
The Ministry of Science and ICT selected five organizations to spearhead South Korea’s sovereign AI drive: LG AI Research, SK Telecom, Naver Cloud, NC AI, and startup Upstage. The program will review progress every six months, culling underperformers while continuing support for the frontrunners until just two remain to lead the initiative.
Each participant brings a unique advantage to the table in the race to rival global AI powerhouses.
LG AI Research – Exaone 4.0
LG AI Research, the R&D arm of LG Group, is developing Exaone 4.0, a hybrid reasoning AI model that combines broad language processing with advanced reasoning capabilities first introduced in earlier iterations of Exaone Deep.
Exaone 4.0 (32B parameters) already performs competitively on Artificial Analysis’s Intelligence Index, with plans to improve through deep integration of real-world industry data spanning biotech, advanced materials, and manufacturing.
“Our approach isn’t to chase sheer scale, but to make the entire AI process smarter and more practical,” said co-head Honglak Lee. By refining training data and leveraging real-world usage, LG aims to deliver models that provide tangible value beyond general-purpose solutions. Efficiency and industry-specific applications remain a core focus rather than oversized GPU clusters, with the goal to outsmart global rivals with high-performing, cost-efficient AI.
SK Telecom – A.X 4.0
SK Telecom (SKT) has launched its personal AI assistant service, A., alongside its latest large language model, A.X 4.0. Built on Alibaba Cloud’s open-source Qwen 2.5, A.X 4.0 comes in two versions: a 72B parameter model and a lighter 7B model.
According to SKT, A.X 4.0 processes Korean inputs about 33% more efficiently than GPT-4o, giving it a local language advantage. The A. service includes AI call summaries, automated note generation, and has already amassed around 10 million subscribers as of August 2025.
“SK Telecom bridges cutting-edge model research and real-world impact, integrating AI into everyday life through customer service, mobility, and manufacturing,” said Taeyoon Kim, head of SKT’s foundation model office. With GPUaaS, hyperscale data centers, partnerships with Korean chipmaker Rebellions, and collaborations with institutions like MIT, SK Telecom is building a full-stack AI ecosystem in Korea.
Naver Cloud – HyperCLOVA X
Naver Cloud, the cloud division of South Korea’s leading internet company, debuted its upgraded large language model HyperCLOVA X, along with new products like CLOVA X (chatbot) and Cue (generative AI-powered search engine). Its multimodal reasoning AI, HyperCLOVA X Think, allows complex problem-solving across multiple data types.
Naver positions its models as “connectors” linking siloed systems to improve usability and efficiency. Its AI is embedded in core services like search, shopping, maps, and finance, making it a uniquely integrated AI stack in Korea. By prioritizing model sophistication over sheer scale, Naver believes its AI is globally competitive while remaining tailored for South Korean users.
Upstage – Solar Pro 2
Upstage is the only startup in the cohort, offering its Solar Pro 2 model. Despite having just 31B parameters—much smaller than global frontier models—Solar Pro 2 performs better on Korean benchmarks and is more cost-effective.
“Solar Pro 2 aims to achieve 105% of global standards for the Korean language,” said Soon-il Kwon, Upstage’s EVP. The startup is focusing on industry-specific models for finance, law, and medicine, while building a Korean AI ecosystem driven by AI-native startups.
A Homegrown Strategy for Global Competition
The South Korea AI initiative demonstrates a careful strategy: combining efficiency, real-world application, and cultural adaptation rather than attempting to outspend global giants. From LG’s data-driven Exaone models to SK Telecom’s integrated A.X ecosystem, Naver’s full-stack AI services, and Upstage’s startup ingenuity, South Korea is aiming to establish a local AI powerhouse capable of competing with OpenAI, Google, Anthropic, and other international leaders.
