EU AI Rules negotiations have hit a major roadblock after EU countries and European Parliament lawmakers failed to reach an agreement on proposed changes to the bloc’s landmark artificial intelligence law. After 12 hours of talks, discussions ended without a deal and are expected to resume next month.

Why the EU AI Rules Talks Matter

The failed negotiations involve changes to the AI Act, which came into force in August 2024. Key parts of the law are scheduled to be enforced in phases starting this year. The proposed revisions are part of the European Commission’s Digital Omnibus package, designed to simplify digital regulations and help European businesses compete with rivals in the United States and Asia.

Europe’s framework is widely seen as one of the strictest approaches to AI regulation globally, created amid concerns about the technology’s impact on children, workers, companies, and cybersecurity.

Why No Deal Was Reached on EU AI Rules

According to the report, disagreements centered on whether industries already covered by sector-specific regulations, such as product safety rules, should be exempt from parts of the AI legislation. That issue reportedly stalled progress throughout the marathon negotiations.

A Cypriot official said it was not possible to reach an agreement with the European Parliament. Cyprus currently holds the rotating EU Council presidency.

Political Reaction to the Deadlock

Dutch lawmaker Kim van Sparrentak criticized the failure to strike a deal, saying Big Tech was likely celebrating while European companies, focused on safety now face regulatory uncertainty.

The report also said another round of discussions could take place in about two weeks.

The AI regulation introduces stricter obligations for high-risk uses of artificial intelligence. These include biometric identification, utilities supply, healthcare, creditworthiness assessments, and law enforcement.

The wider Omnibus package also includes the GDPR, the e-Privacy Directive, and the Data Act, among other digital laws.
