Microsoft Pushes AI Coding for Non-Developers as Anyone Can Now Build Software

A quiet but meaningful shift is underway at Microsoft, and it could redefine who gets to build software. The company is increasingly encouraging AI coding for non-developers, asking employees without traditional engineering backgrounds to use AI tools to write code and prototype ideas.

According to internal discussions highlighted by tech watchers, Microsoft wants designers, project managers, and product leaders to stop waiting in line for engineering resources—and instead start building on their own with the help of AI.

Why Microsoft Is Pushing AI Coding for Non-Developers

The logic is simple: AI can now generate usable code fast. Instead of bottlenecking innovation through engineering teams, Microsoft believes anyone with a good idea should be able to turn it into a working prototype.

With AI coding for non-developers, teams can move quicker, test ideas earlier, and reduce friction between concept and execution. Engineers still play a critical role—but they no longer need to handle every small experiment or internal tool.

Claude Code Enters Microsoft’s Workflow

To make this happen, Microsoft is encouraging non-engineering staff to experiment with Claude Code, an AI-powered coding assistant developed by Anthropic.

This isn’t a limited pilot. Major internal groups such as Experiences + Devices—responsible for Windows, Outlook, Teams, and Surface—are already testing the tool. Microsoft’s CoreAI group, led by former Meta executive Jay Parikh, is also involved.

The goal is to see how well AI coding for non-developers works in real production environments, not just experimental sandboxes.

Engineers Aren’t Going Anywhere

Despite the push, Microsoft isn’t replacing its developers. Engineers still handle complex systems, performance-critical code, and long-term architecture.

Microsoft’s internal developers continue to rely heavily on GitHub Copilot, which remains the company’s primary AI coding product for customers as well. Engineers are even being asked to compare Claude Code with Copilot and provide feedback—suggesting Microsoft is benchmarking tools rather than choosing sides.

Why Microsoft Is Working With Anthropic

Some observers may question why Microsoft is experimenting with Anthropic’s tools given its deep partnership with OpenAI. The answer appears to be strategic flexibility.

Microsoft already offers Claude models through Azure and has made it clear it wants exposure to multiple AI approaches. Testing different tools helps the company understand strengths, weaknesses, and future opportunities—without signaling a shift away from its core partners.

AI Is Already Writing Microsoft’s Code

The timing of this initiative isn’t accidental. AI is already responsible for a significant portion of Microsoft’s codebase. In April 2025, Satya Nadella revealed that AI generates roughly 20–30% of the company’s code. At Google, CEO Sundar Pichai reported a similar figure.

With AI handling repetitive coding tasks, expanding AI coding for non-developers becomes a natural next step.

The Bigger Picture: Democratizing Software Creation

At its core, Microsoft’s experiment hints at a future where software creation isn’t limited to people with computer science degrees. If AI coding for non-developers scales successfully, it could flatten organizational hierarchies and unlock creativity across entire companies.

It’s still early—but Microsoft is clearly betting that the next wave of innovation won’t come only from engineers. It will come from anyone who knows the problem well enough to build a solution—with AI filling in the technical gaps.
