One of the most defining moments of the Cook era came in 2016, when Apple refused an FBI request to unlock the iPhone used by a gunman in the San Bernardino case.
Cook argued that weakening encryption would create a dangerous precedent and undermine user privacy. The standoff ended when the FBI found another way to access the device, but it established Apple’s identity as a privacy-focused company. Ternus now inherits both that brand position and the pressure that comes with it.
Regulation is another major front. Apple has spent years defending the App Store business model against accusations of anti-competitive behavior.
The legal battle with Epic Games led courts to require Apple to allow developers to link to outside payment options. Apple’s compliance efforts were later challenged, and additional court decisions have kept the dispute alive.
Beyond that case, the U.S. Department of Justice sued Apple in 2024 over alleged smartphone market dominance. Apple also faces a potential $38 billion fine in India tied to app market findings by regulators.
China and Global Politics Remain Critical Issues
China remains one of Apple’s most important and most complicated markets.
Apple’s manufacturing network has long depended on Chinese supply chains, while the company has also faced criticism over compromises made to continue operating there, including App Store and iCloud decisions.
Cook was widely viewed as skilled at handling geopolitical tension, including relations during the Trump administration. Apple has already indicated Cook will remain involved as executive chairman, signaling that his experience may still play a role during the transition.
That means Ternus will not only lead Apple’s operations, but also navigate increasingly complex global politics tied to trade, manufacturing and regulation.
Apple AI Strategy Could Define the New Era
Perhaps the most immediate issue is Apple AI strategy.
Apple’s AI chief, John Giannandrea, is leaving after delays involving a more advanced AI-powered Siri rollout. Instead of relying only on internal models, Apple has turned to systems from Google and OpenAI for some Apple Intelligence features.
Reuters cited analyst Bob O’Donnell as saying Ternus’ biggest challenge may be delivering a stronger AI story that depends more on Apple’s own capabilities and less on outside partners.
That puts Apple AI strategy at the center of the leadership handover.
Leadership Changes Add Another Layer
Ternus is also taking charge during a period of executive turnover.
According to the report, Apple has recently seen departures involving its longtime COO, general counsel and head of UI design. That creates both disruption and an opportunity for Ternus to shape his own leadership team quickly.
The larger question may be whether Apple’s next era looks like an extension of Cook’s management style or something entirely different.
